Project Title: Combating
Sexual Exploitation in Women and Children

Summary: The project
aims to combat sexual exploitation of
women in 8 provinces recognized as the
most severely affected. ADHOC staff monitors
and investigates rape and sex trafficking
cases and provides assistance based on
the victims’ needs. They conduct
large-scale village-level sensitization
courses on sex trafficking, rape and domestic
violence and produces materials for sensitization
courses.
Additionally, USAID funding supports an
ADHOC-led NGO network in Mondulkiri and
publication of ADHOC’s annual report
on the human rights situation in Cambodia.
About the organization:
ADHOC, founded in December 1991 by a group
of former political prisoners, is a non-profit,
non-partisan and independent organization.
It is tasked to address the absence of
basic human rights in Cambodia. In 1993,
ADHOC set up a monitoring section in order
to help people to combat human rights
violations and violence, and to bring
perpetrators to face justice in an effort
to reduce impunity.
ADHOC is a French acronym meaning Cambodia
Human Rights and Development Association.
It is a mixed-system organization - a
board system characterized by Advisory
Board meeting annually, and membership
organization characterized
by General Assembly held every three years
and Annual Assembly held every year.
ADHOC employs 79 full-time staff.
It has a nationwide spread with regional
offices in all provinces and three cities.
The main goals of ADHOC are to bring about
changes in the attitude and behavior of
people in government including military,
police, gendarmerie and local authorities
in order to attain good governance through
the establishment of the rule of law and
strengthening of the civil society. In
addition, ADHOC has been working to empower
and encourage the grassroots, especially
women, to actively participate in organizing
community and to realize and know how
to defend their rights and common interests.
ADHOC has been much involved in the work
for establishment of a Khmer Rouge Tribunal,
on pushing forward the ratification of
the International Criminal Court (ICC)
by the Cambodian government and on monitoring
elections. ADHOC has also been a
pioneer in the defense of the people's
civil and political rights, and social,
economic and cultural rights. It has dealt
with issues such as political violence,
land grabbing, human trafficking, human
exploitation and rights of ethnic minority
group on case by case basis as well as
through active lobbying including networking,
publishing of reports, media printings
and radio broadcasting.

Project Title: Combating human trafficking in Srey Khan Center
Project Area: Phnom Penh
Project Summary: The aim of the Project is to combat the trafficking of women and children for sexual exploitation by providing holistic care and recovery for victims at the Srey Khan Drop-In center. The activities are:
. Investigate all the sex establishments the investigation teams have access to in Phnom Penh and the provinces, gather information about the status and evidence of the persons working there and file complaints.
. Interview all victims referred to AFESIP after being rescued and provide for legal action on request by the victims; supply those victims with legal assistance.
. Provide shelter accommodation, including clean clothes, food, services orientation, and protection from pimps, traffickers, and other victimizers.
. Provide physical examinations and health education to all new victims.
. Provide substantial treatment for victims traumatized by prostitution and trafficking; and for those who decide to stay at the shelter, psychological treatment and vocational training.
. Accompany newly rescued or released victims to their homes where possible, if they do not wish to stay with AFESIP for the long term; follow up and provide financial support after one or two months with a small micro-business.
. Work closely with the Government and the Vietnamese Embassy on the repatriation of Vietnamese women and children, and collaborate with the Transit Center of Cambodia based in Poi Pet, and the Kredtrakarn Protection and Occupational Development Center for Cambodian victims waiting for repatriation to Cambodia.
About the Organization AFESIP is a non-governmental, non-political, and non-religious organization established in Cambodia in 1996. Its main program aims to fight trafficking for sex slavery and to help victims of trafficking and those forced into prostitution and other forms of sex slavery back to a normal life and financial independence through a sustainable reintegration Process.
AFESIP exists as an organisation because of the dire situation of thousands of victims of sex slavery. Since AFESIP was established it has directly helped about 5,600 victims of trafficking and prostitution. Of these 77% have been Cambodians, 23% Vietnamese and Chinese. AFESIP helped reintegrate around 60% of the victims that passed through its doors. Indirectly through other AFESIP regional and international offices we have been able to bring about a greater awareness of this cruel issue.
AFESIP's Board of Directors is regional, members being the National Coordinators from Cambodia; Thailand; Vietnam; Lao DPR; and Spain.
